The Union Home Ministry has designated 23 Pakistan-based individuals linked to Jaish-e-Mohammed, Lashkar-e-Taiba, and other terror outfits as “terrorists” under the Unlawful Activities (Prevention) Act.

The list includes close aides of Lashkar-e-Taiba founder Hafiz Saeed and key Jaish-e-Mohammed functionaries allegedly involved in recruitment, infiltration, arms supply, and terror operations against India.

According to a notification issued on Saturday, three close associates of Hafiz Saeed have been designated as terrorists. They include Abdul Rauf, a senior member of LeT and Jamaat-ud-Dawa; Hafiz Khalid Waleed, another senior LeT and JuD leader; and Rana Iftikhar, who is accused of coordinating militant activities and motivating youths to join terrorist operations.

The list also includes Masood Ilyas Kashmiri, a senior Jaish-e-Mohammed functionary operating from Pakistan-occupied Kashmir. The Home Ministry said he was involved in the April 22, 2022, attack by JeM terrorists on security forces in Sunjwan, Jammu.

According to the MHA notification, Masood Ilyas Kashmiri has been involved in recruiting youths into Jaish-e-Mohammed, training them and facilitating the infiltration of terrorists into India.

Mohammad Mussadiq alias Doctor, identified as a key handler of JeM infiltration operations, has also been designated as a terrorist. He was also allegedly involved in the Sunjwan attack.

The Home Ministry said Mussadiq was involved in supplying arms and ammunition through drones across the border, planning terror attacks in Jammu and Kashmir and handling JeM cyber operatives who used social media platforms to recruit youths.

Another senior Jaish-e-Mohammed functionary, Mufti Muhammad Asghar Khan alias Abu Saad, has also been added to the list. He is described as a launching commander of JeM terrorists in Jammu and Kashmir and one of the masterminds of the 2016 Nagrota Army camp attack in Jammu.

The designated individuals have been named for their alleged role in cross-border infiltration, recruitment, drone-based arms supply, and planning attacks in Jammu and Kashmir.

The central government amended the UAPA in August 2019 to allow individuals, and not only organizations, to be designated as terrorists.

The provision enables agencies such as the National Investigation Agency to impose restrictions on funds, arms, and assets linked to such individuals.

With the latest addition of 23 names, the total number of individuals designated as terrorists under UAPA has reached 80. The list already includes Hafiz Saeed; Jaish chief Maulana Masood Azhar; 26/11 Mumbai attacks co-mastermind Zaki-ur-Rehman Lakhvi; fugitive underworld don Dawood Ibrahim; and US-based Khalistani leader Gurpatwant Singh Pannun.
