The Centre has revised passport rules and notified a new fee structure that will come into effect from July 1, 2026.
The Ministry of External Affairs has amended the existing Passports Rules, 1980, and introduced the Passports (Amendment) Rules, 2026. The revised rules replace the existing Schedule IV with an updated fee schedule covering all categories of applicants, travel documents and miscellaneous passport services.
The changes have been made under Section 24 of the Passports Act, 1967.
Under the revised rules, children below the age of nine years and senior citizens above 60 years will get a 10% fee concession on fresh passport applications. The concession will apply only to fresh applications filed within India and will not be available for passport reissues.
For adults aged 18 years and above, and minors between 15 and 18 years applying under the adult category, a fresh 36-page passport or reissue will cost ₹2,500 under the normal category and ₹5,000 under Tatkal within India. For overseas applicants, the fee will be USD 125 under normal and USD 250 under Tatkal.
Applicants opting for a 60-page passport will have to pay ₹3,500 under the normal category and ₹6,000 under Tatkal within India. For overseas applicants, the fee will be USD 175 and USD 300, respectively.
For replacement of a lost or damaged 36-page passport, the fee has been fixed at ₹5,000 under normal and ₹7,500 under Tatkal within India. For a lost or damaged 60-page passport, the fee will be ₹6,000 under normal and ₹8,500 under Tatkal.
Minor applicants below 18 years seeking a fresh 36-page passport or reissue will pay ₹1,750 under the normal category and ₹4,250 under Tatkal within India. For overseas applicants, the corresponding fee will be USD 90 and USD 215.
For replacement of a lost or damaged minor passport, the fee will be ₹4,250 under normal and ₹6,750 under Tatkal within India.
The revised rules also cover travel documents and other passport-related services. An Emergency Certificate, available only to applicants abroad, will cost USD 15. A Certificate of Identity will cost ₹1,000 within India and USD 50 abroad.
For miscellaneous passport services such as police clearance certificates, surrender certificates, Global Entry Programme verification and other certificates, the fee has been fixed at ₹750 within India and USD 40 abroad. No Tatkal facility will be available for these services.
The notification also reiterates passport validity norms. Passports issued to adult applicants will remain valid for a maximum of 10 years, while passports issued to minors will be valid for five years or until the holder turns 18, whichever is earlier.
The Passports Rules, 1980, were originally notified on December 11, 1980, and have been revised from time to time. The latest amendment will apply to all revised passport fees from July 1, 2026.
