Foreign Secretary Vikram Misri on Monday said the Government of India has no official involvement in Track 2 discussions on India-Pakistan ties involving retired diplomats, military officials, and civil society members.

Misri made the remarks while speaking to the media in Victoria, Seychelles, amid reports that Indian and Pakistani experts, including retired military officials, diplomats, and politicians, took part in Track 2 discussions on the sidelines of a regional security conference in Colombo last week.

Responding to a media query, the foreign secretary said such events are private in nature and are organized by private parties.

He said similar events take place across the world on several subjects, and there is nothing new or special about them.

“As far as we are concerned, these are private events organized by private parties. There is nothing official about them,” Misri said.

He clarified that the Government of India had no official participation, support, or involvement in such visits or discussions.

Misri said anyone from India participating in these events, whether retired diplomats, retired military officials, or members of civil society, speaks only in a personal capacity and represents their own views.

He also said such participants cannot represent the position of the Government of India in any way.

The Foreign Secretary added that India does not take cognizance of such events, and they do not hold much value from the government’s perspective.

Misri said he could not speak for the government of Pakistan, but as far as India was concerned, the position was clear that there was no official role in these discussions.

His remarks come amid renewed attention on informal India-Pakistan engagements and Track 2 diplomacy, which generally involves unofficial discussions between former officials, experts, and members of civil society.
