The Delhi Police have busted an alleged ISI-sponsored inter-state terror and arms network, arresting four youths from Punjab for allegedly planning a terror attack in the national capital.
According to police, the accused were allegedly in contact with Pakistan-based ISI handler Shahzad Bhatti and were using foreign mobile numbers provided by Pakistani handlers to avoid detection.
Investigators said one of the accused had allegedly carried out reconnaissance of police establishments and religious places in Delhi and had been assigned the task of executing a firing attack.
The arrested accused have been identified as Shubdeep Singh, alias Vishal (23); Gurjant Singh, alias Rishi (22), both from the Tarn Taran district; Sajan Singh, alias Honey (28), from the Amritsar district; and Gaganpreet (24), from the Fatehgarh Sahib district.
Police said three of the accused were arrested from Punjab, while Gaganpreet was apprehended in Delhi.
During the operation, Delhi Police recovered two firearms, including a Zigana pistol and a .30 bore pistol, along with nine live cartridges and five mobile phones.
Deputy Commissioner of Police (Special Cell) Praveen Kumar Tripathi said the operation was launched after receiving credible intelligence that Pakistan-based ISI handler Shahzad Bhatti and his associates were allegedly planning a terror attack in the Delhi-NCR region.
The intelligence inputs also indicated that youths from Punjab had allegedly been recruited as part of the conspiracy.
Based on technical surveillance and intelligence inputs, Delhi Police conducted multiple raids in Delhi and Punjab.
The first arrest was made on Majitha Road in Amritsar, where Shubdeep Singh was allegedly found in possession of a semi-automatic pistol, five live cartridges, and two mobile phones.
During questioning, Shubdeep allegedly disclosed that he had been in contact with Pakistan-based handlers linked to the Shahzad Bhatti network and had allegedly received arms and narcotics consignments through drones.
Police said Gaganpreet was arrested in Delhi on June 24. His mobile phone allegedly contained incriminating material. Investigators claimed he had been instructed by Pakistan-based handlers to conduct reconnaissance of religious places and police establishments before carrying out a firing attack.
According to Delhi Police, Shubdeep, a resident of Tarn Taran near the India-Pakistan border, allegedly received drone-dropped consignments of arms and narcotics from Pakistan and communicated with handlers using foreign mobile numbers. Police also said he had previously been arrested in an NDPS case.
Investigators further alleged that Gurjant Singh and his cousin Sajan Singh assisted in receiving drone-delivered consignments of arms and narcotics while remaining in contact with Pakistani handlers through foreign mobile numbers. Sajan was also previously arrested in an NDPS case.
Police said Gaganpreet had allegedly been instructed through social media by Pakistan-based handlers to conduct reconnaissance of police stations and police pickets in Delhi before carrying out a planned firing attack.
Further investigation is underway to identify the wider network and establish the full extent of the alleged conspiracy.
